The first cochlear and corneal implantation operations will be carried out in Port Said under the all-out health insurance system on July 3, according to the Health Ministry.

A new unit affiliated to Magdi Yacoub Heart Foundation will be established in Port Said to serve the new health mechanism.

The Egyptian government spearheaded the pilot stage of the new comprehensive healthcare insurance system in Port Said governorate to offer better health services to citizens.

Port Said will be the first to benefit from the new system through 11 general and specialized hospitals and 32 healthcare units.

The new system will cover all Egyptians, he said, noting that the state will pay subscription fees on behalf of poor citizens.

The new system will be piloted in Port Said for two months in order to avoid any shortcomings, then the system will be experimented in each governorate.

The efficiency of Port Said hospitals were increased over the past six months to implement the new system.

All families will be registered during the pilot stage of the new program in Port Said.

Egypt’s new comprehensive healthcare insurance system guarantees offering high-quality medical services to all segments of the society without any discrimination, the Health Ministry said.

The new system gives beneficiaries the freedom to choose their health service providers and reduces personal spending on medical care.

Under the new system, citizens will head for the nearest health unit to their place of residence and conduct any type of medical tests they need.

These units will refer them to hospitals if necessary to make advanced tests.

The new system will cover all governorates by 2032.

Among the medical services to be provided in the new system are open-heart surgery, bone-marrow transplantation, kidney and liver specialities, neurology and micro-surgery.

The new system’s second phase will start from 2021 to 2023 in the Luxor, Matrouh, Red Sea, Qena and Aswan governorates.

The third phase, from 2024 to 2026, will be in the Alexandria, Beheira, Damietta, Sohag and Kafr el-Sheikh governorates.

The fourth, from 2026 to 2028, will be in the Beni Suef, Assiut, Minya, New Valley and Fayoum governorates.

The fifth phase will start from 2029 to 2030 in the Daqahliya, Sharqiya, Gharbiya and Menoufiya governorates.

The last will be from 2031 to 2032 in the Cairo, Giza and Qalioubiya governorates.

The Communications and IT Ministry said it is in charge of the technical supervision on the health insurance system.

Under the new system, all health units will be linked via high-speed internet networks. Also, a database of beneficiaries of the new system will be secured with information about the nearest hospitals and health units to each citizen.

Workers will be trained to the mechanized system under which the medical service will be monitored, the ministry said, noting that payment for the services under the new health mechanism will also be mechanized.

The ministry noted that securing a mechanized system to the new health mechanism in Port Said, Suez, Ismailia and Luxor cost about 1.5 billion pounds.

World Bank Representative in Egypt Sherif Hamdi hailed Egypt’s launch of the new health insurance system as an example to be followed by African states.

He added that the bank is monitoring the pilot stage as a partner to Egypt in developing health mechanism, commending Egypt’s unprecedented success in implementing several initiatives, including an initiative for combating Hepatitis Virus C.
